I think we have to head for full release, disregarding of anything. We can have development snapshots from master branch available anytime. About splash: I remember we have "gold" splash from past challenges, made by rore. I believe it's fine to use it (with some minor touches). About version number - I totally agree it would be 0.64. But my suggestion is to change version numbering a bit: let's use 0.64.0 instead of 0.64.00 (one digit less).
