Don't let inner layer be duplicated twice when copying (#2317)
This implements the behavior adopted for LayerDuplicate action
for Copy Layer too.
Based on PR #2050 (commit c526bf2186871d5b4133f3527b3da54390e44f78)
I changed some variable names for better reading and made them
consistent.
