sa-vm is managed by Puppet, to change its configuration you need to open a PR
on https://github.com/apache/infrastructure-p6 (you need to connect your
Apache id to Github using Gitbox.a.o in order to get access to this repo).
I've already tried to ensure that puppet keeps running on sa-vm but I had to
revert the change because of some conflicting modules

It will be a while before I can pursue _that_...
