Do you have a disc image called 'System Startup'?  I only mention this 
because when I installed (as I have done repeatedly over the last few 
days...) 6.0.7 this was the initial disc I used to start the install, not 
'System Tools'.  In fact it out of the 6 disc images I made up, it only 
used 'System Startup' and 'System Additions'.

Just a thought...I'm rather new to System 6's little foibles!
