I had the same problem when trying to get my IIGS and my Spectre GCR Mac emulator (Vintage Atari stuff) working. I eventually tracked down some information that said -- in a nutshell -- that Apple deviated from it's own specs and wrote Diskcopy to address the hardware directly. They then changed the hardware, so using Diskcopy for 800k images on newer hardware seems to work, but you can only read the images on high density drives.
The advice I found was to get a copy of Diskdup. It uses proper OS calls to accomplish writing the image to disk. I was able to successfully write the disks for 6.08 and IIGS System 6 using Diskdup on my PM 7500, running OS 9.2 .
