If I understand this correctly, in Fedora there could be packages
server-preset, desktop-preset, kde-preset, ...  all with "Provides:
systemd-preset". And the systemd-units package (or the systemd package
itself if/when they get merged) will have "Requires: systemd-preset" to
ensure a spin's preset file is installed before the services.
