[systemd-devel] test mode

The documentation told me that 'systemd --test' was a great debugging 
tool. However, running it simply yields
''Don't run test mode as root.". Ok.... So I try to run it as non-root 
and get

Failed to create root cgroup hierarchy: Permission denied
Failed to allocate manager object: Permission denied
and nothing else.
