For systemctl, I could definitely find out why it wouldn't work. I couldn't test systemd as there was no convenient way to start services due to a lack of systemctl. There was something wrong inside systemd as well, witnessed by its inability to exit with 'kill -15' or Ctrl+C. I gave up at this point, because the most basic functionality I was used to was non-functional.
