This is the beginning of DHCPv4 server support in networkd. The main usecase I'm targeting is to be able to hand out DHCP leases to containers on the local machine.
I have attempted to keep the library as minimal as possible to make reviewing easier, but we'd abviously need a few more features before this would be generally useful (in particular we need to provide more options in the leases we hand out).
