Bottom line udev handles the low-level settings of network interfaces while systemd-networkd replaces the legacy network initscript and handles the setup of basic or more complex network settings (static IP/dhcp, bridge,vlan, veth..) for containers/virtualzation.

Any tweaks beyond that is just conf snippets in modprobe.d/sysctl.d

I suggest if you guys are not up to speed to take a trip, grap a beer and attend Tom's talk and the network track at fosdem [2]
