It sure seems to me like you don't leave this decision up to presumably the same officials in charge of ruling on the DQ in the first place (the referee??)!! If it says "may" then that is one more example of a poorly worded rule - no way can you leave something like that up to the judgement of an official, you either allow it if the runner requests it or you don't.
