if you read the IAAF News (available on their site), i think you'll find that
the panel made a math mistake but this didn't surface until after the
decision was made, and the IAAF took the position that "we can't go back on
our decision now, becuase the rules say the Arbirtration ruling is to be
final." Even if the panel is later proved to have erred.
