It is faulty. According to my (also possibly faulty) memory, FloJo anchored,
taking the baton a couple of meters behind Soviet anchor Olga Bryzgina. She
pulled up to Bryzgina at around 200, but could not pass and Bryzgina pulled
slightly away at the end. FloJo split s.t. like 47.9, with Bryzgina a tenth or
two slower. Unfortunately, my 1988 T&FN Oly issue is packed away, or I'd look
it up, but I'm pretty sure that FloJo anchored against Bryzgina, who was the
400m individual champion.
