It's the latter, not the former.

Indeed, HS rules specify that the lapped runner should NOT move out, but 
rather hold his/her position. I guess the thinking is that some kid will move 
out at the last minute and collide w/ the lapping runner. At least by holding 
their lane they remain as relatively stationary targets.
