Not exactly! What he said during the Opening Ceremony, pointing at those in the 
homestretch, was that he'd put a roof over their heads. I'm guessing that the list 
member who asked about sun protection sat on the backstretch, where more than the 
overhead sun, it's the late-afternoon staging of the meet and the concomitent blinding 
effect as the sun goes down that's the huge issue. What they need to build is 3-story 
stands on the homestretch side to give relief to the backstretch!

In any case, I suspect Spanos was pointing at the swells in the expensive seats, and 
the backstretch will broil once again.
