The IAAF continues to complain about how USATF handles doping cases.

If Ljungqvist, senior vice-president of the IAAF really believes what
he says ("We've had lawyers look into the system in the United States
when we had earlier cases there and those lawyers were not at all
convinced that there is such a thing as a confidentiality clause in
their law,"); It would see to me that there is a simple and
straightforward way around this impass.  The IAAF could offer to
indemnify the USATF for any and all losses resulting from legal actions
about this issue.

Then USATF could stop worrying about being sued, and IAAF could handle 
the results.
