In the paper today was a story about a top PA football player being
interested in attending Michigan State.  His name is Tyrone Diggs.

He is also quite a track runner according to the story.  The article says he
won the 100 and 200 at the PA State Meet in 1999 as a sophomore (Doesn't say
what class).  It does say he attends Harrisburg HS, so I am assuming that is
a large school.  It goes on to state that he set a "state record of 21.98 in
the 200" in 1999.

My question is:

Is this a state record?  Smaller schools state record?  Just a State Meet
record?  Or just plain wrong?
That seems quite slow in a state like PA, to be a record.  

Michigan just re-organized it's former Class system into Divisions ... and
has subsequently established all new "Division records" starting in 2000, so
maybe PA has done something similar.

I don't have a net connection at work, otherwise I know where to check this
