A couple obvious answers:

1) Football is expensive.  Lots of equipment, large rosters, high insurance
costs, etc.  Not many schools will foot that bill without the possibility of
offsetting revenue.  Add in the cost of needing duplicate football facilities
for men and women.  Doesn't seem likely.

2) It's difficult enough to get large numbers of college women to play
conventional sports; I doubt there would be sufficient numbers to field full
squads at more than a small handfull of schools.
