That's easy to answer--participation and interest don't go hand in hand. People 
compete becuase they're interested in themselves, not others. It's the potatoes who 
make up the great bulk of fans, in all sports.

This persistent notion that track is "popular" because it has high participation 
numbers is a rock on which many people have floundered. And it's this same misguided 
thinking which keeps the soccer people convinced they can make a pro league really 
successful here. 

When little Jimmy and Janie are through kicking the ball around (read, 
running/jumping/throwing) they become fans of the  big pro-ball sports. Always have, 
probably always will.
