Thanks for a good reply.
Why doesn't T13 appoint a technical committee to investigate technical
issues that are brought before T13? This committee could be comprised of
people from all areas of the bus, CF, ATA, removable, PCMCIA, solid state,
and any other. They could investigate issues and report back at meetings.
This could resolve some of the issues such as those Hale brought up before a
vote.

Don,
One recurring issue here is that it is NOT the chairman's job to EVER
investigate anyone's issues. The chairman does just that - chair meetings
and provide administrative support. With all due respect to Dal, they are
often NOT the most technically qualified individuals to look at issues - and
they are overworked with their other duties anyway.
The same is true of editors. Indeed, there is a long tradition of editors
NOT getting involved in a lot of substantive technical issues (the problem
is that it is too easy for editors to start making changes on their own
without adequate review by the rest of the committee). In all cases they
are very careful not to try and substitute their judgment for that of their
committee (unless of course the committee has already looked at something
and so made its judgment explicitly or implicitly known). If they have to
represent their own view, they will frequently make that very well known
(for instance, by stepping down as chair for discussion of a topic).
So do not focus complaints regarding consideration of technical issues to
chairs and editors - they are not the people that generally make those
determinations. It is the committee members (and for specific topics often
a sub set that have special interest/knowledge of that issue). I know this
makes "working the committee" harder (and of course you can ask a chair or
editor for advice on who to work with on a given topic), but that's division
of labor for you.
BTW, different standards committee vary in this - I know that the IEEE is
much more "chair oriented" than the T10, T13, etc... (indeed, this has been
a source of conflict in the past). The ATA committee is usually better
characterized by lots of experts than by a few gatekeepers.

So, when somebody comes in and says that there are problems with the ATAPI
spec as Hale did, the chair can play "politics" as he did and ignore him so
that we end up with problems as we did? Instead of investigating the
comments objectively to see if they are factually correct.
I'm sure that you will have difficulty believing this based on this email,
but I've actually seen this fact based approach work and lead to success.
And actually between a few different companies. Sometimes if you
investigate how something works you can actually discover how it works.
