You only need to select it, either in the expert options, custom
package selection,
add rule:
X openntpd
or, if you already have a dedicated target, add the same rule to the
regular package
selection file, e.g:
target/rescue/pkgsel
If you have done all right I can only imagine you are cross compiling
and
openntpd is not ye marked to be "cross compile aware / ready" (the
CROSS keyword in the Flags tag: [F] CROSS).
