yes, a router could. i think that this proposal would be useful as a way to indicate the text visible on the signs for the ramp for clear directions, which is how i've been filling out exit_to for motorway_junctions. that is to say, the router can compute this, but then it can use the exit_to text on, say, a web page of directions for the text to use. a router can only guess at the text on the sign from tracing topology.
