I assumed he meant "only U-turn and forward" - ie no left or right turns. I have seen that restriction once at a t-junction, where the side street can enter the main road in either direction, but the main road can't exit onto it across the other lane of traffic. Why they allowed a U-turn I couldn't figure out, though.
