Yes, but that's the reason that tagging is such a mess. If the original "amenity=car_rental" had been "amenity=vehicle_rental", life would be simpler. Maybe this: amenity=car_rental rental:truck=yes rental:car=no That would give you an immediate solution, and also give us flexibility in the longer term.
