I just looked at the Flickr Java API (
http://sourceforge.net/projects/flickrj/), and they offer to get a list of
photos per location (one location, and an accuracy setting - world,
country, city, street level ...).

Once you have the list, you can get the tags, date and author. So you can
filter the results based on that info.

After filtering, it's possible to download the images and the notes with
the images (so you have both, text and photo for a bug).

I don't think it's needed to have a pro account, as it's not for commercial
use, but every mapper and every bug reporter would need an own Flickr
account.

So if a JOSM developer has some time (not my case), it would be quite easy
to develop such a bug downloader.
