I think, it's not necessary for this proposal at all. Because these are
values, only explained external and wasn't discussed in OSM.
In september I started a discussion in german forum (
http://forum.openstreetmap.org/viewtopic.php?id=18089 ) about locks. The
wiki ( http://wiki.openstreetmap.org/wiki/Key:lock ) says:
waterway=river|canal|...
lock=yes
lock_name=<name of the lock>
name=<name of the waterway>
If you take a look into the data, you'll find also obstacle=lock (which
is mainly used by our marines).
As already said: It's not necessary for this proposal. Only a additional
information, that obstacle=bridge|lock are used by our marines.
