Yes, it's a closed way along the fence of the site. Although I'm not as much against relations as most mappers are, I don't see the point in a relation just collecting all the elements inside a polygon. Getting everything inside is a basic function of spatial databases. I would use it though if not all the things inside belonged to that water park. But I can't come up with a good example for that.
