You could propose a chained tag such as "casino=croupier"/"casino=self_service", or something like "casino:staffed=yes" or "casino:croupier=yes". That second option looks ugly to me, but the first option looks kinda useable. I don't have any strong opinions about what should be done. Note that this has quite a strong analogy with the recent discussion about supervised vs unsupervised play areas for children...
