It was also how native speakers used the word ten years ago, throughout the whole lifetime of OSM! That doesn't prevent it from being ambiguous in the international context, as described in the amenity=gym page. I don't worry about the outcome of this proposal, but your rationale doesn't address the issues raised at amenity=gym.
