IMHO the main issue with this proposal is that the legal and technical situation is in flux and it is rather unlikely that access will be based on propulsion technology itself. For example access could be emissions based (as in the German "Umweltzonen" https://en.wikipedia.org/wiki/Low-emission_zone#Germany ) or we might end up having additional vehicle classes.
