This should be considered mandatory.
What is also done in the Netherlands is grouping all the route_masters
in a network=public_transport relation, e.g.

In the Netherlands, all(most all) public transport is divided into
concessions, each one of those has their own "Network". The Operator is
set on the Network.
I just read a forum post
<http://forum.openstreetmap.org/viewtopic.php?id=55123> which shows that
this isn't always the case, in Germany the operator is set in the
"network" or "operator" values of the routes/route_masters.
