natural=water
water=pond
in case it's man_made

tagged like this.
(the person who wrote "man-made in most cases"
possibly talks about the central park ;-) )

Regarding "the process for working out if this is the best choice",
I also assumed there should be something like a "code of conduct",
but it seems there isn't something unambiguous :
