Around me, there are almost no places that would be described like this as their primary use. Instead, there are schools, community centers, churches, etc. that are doing something normally, but there's a plan that if there is an emergency then the authorities might open it as a shelter. So: it's an extra use, not a primary key it's an ability, not open/closed, and open/close is too dynamic to be on the map so we really need this building is on the list to be a shelter if needed and might or might not be any minute which I'd say "emergency=shelter" captures.
