if you test that water is going out the hydrant, I didn't see what is
not specific enough to call it "a functional check"


There would have to be a descriptive value for the key to give that information 
, similar to check:flow.
The advantage of check:flow is that it describes what has been checked even if 
not how.
functional_check could be the operation of the hatch cover of an underground 
hydrant (they get covered with dirt, grass, go rusty).
