Let's say "established custom". Using a search engine of your choice, you'll find things like "neither project knows what the primary key of the other is, and that makes everything more robust" (Andy A., 2009) "External keys are always bad idea, unless they are wellknown values like official public IDs." (Jaak L., 2013) "While having external IDs (like GTFS stuff, TMC, Gemeindekennzahl, etc.) in OSM is quite bad in principle, this particular ID is even worse ..." (Martin R., 2014) It's certainly not an established *rule* since there are many objects with GNIS IDs, or ref numbers left over from imports. (In most import discussions it is suggested to drop these foreign IDs unless a clear use case can be demonstrated.)
