IMHO this is not a good criterion and should be removed. Why should systems 
that connect the surroundings of a city without connecting to the „inner city“ 
be a different type of railway? What if there isn’t any „inner city“? This 
seems to be „overdefining“ and assuming from some situations that it must be 
like this everywhere.
