I don't see exhibitions in museums following the definition of public art.
While they are accessible to the public when visiting the museum, they are not as accessible as an outdoor installation in urban spaces.

There should be a different tagging scheme for them, e.g. exhibit=artwork

This way or another fixing rendering will be easy (if this is proper tagging, we have indoor=yes to select and hide such objects), but the tagging definition should be more detailed first.
