Hi, Is it a kissing gate https://wiki.openstreetmap.org/wiki/Tag:barrier%3Dkissing_gate if so that specific tag is more appropriate than a generic gate.
The access tags for foot only would be access=no, foot=yes In practice almost all gates (that aren't kissing gates) are physically big enough for bikes etc. as well , so I'd suggest foot=yes motorcar=no.
