I see 2 explanations: - greenwhasing: the sentence "incineration with recovery of a tiny part of the grey energy in the form of heat" is greenwhased into "recycling", suggesting that it is a good action to burn a lot of waste. - in some countries waste is landfilled or incinerated without any heat recovery, while in others the heat is used.
