Yes. Not sure is it legislated that XXL
vehicles can drive over it, but for obvious
reasons noone complains.

In Poland center is is often made from 
plastic raised element.

And one of reason for their use is
that it allows to balance incoming 
traffic from different roads, without
traffic lights and with lower risk of 
gridlock.
