AFAIK a common case for the tag are motorway detours, e.g. in Germany, these 
are signposted and can be used to leave the motorway, follow them and they will 
bring you back after a while (e.g. in case the motorway is blocked after an 
accident). Your reading of the term „alternate“ might be misleading here, 
because when you use them it is not uncommon that the main way is completely 
blocked. They are typically not seen as an alternative you would take without a 
good reason (because much slower).
