Some have no fee as such but linked to you opening your home wifi for use by others (telstra Australia do such a thing).
I prefer access=private.

Be advised that I wrote many parts of that wiki page, including that phrase. It was not part of the original proposal - I've merely documented what I found on TagInfo at the given time instance (it occurs 4 times at the moment that is below noise level), or at least some of the better and more consistent ideas. I'd be open to suggestions for improving any part if you see it benefits the community.

I'd like to point out that the word "charge" around here is mostly used in the meaning of replenishing electric charge into the battery of a device. It is so widely used in this sense that even many of those understand it who don't speak English! In this context, I think it could be confused with amenity=device_charging_station, although I acknowledge that a mapper needs a certain amount of ingenuity to mix this up.
