Horse paddocks (fenced areas which are not pasture) are sometimes
tagged with landuse=animal_keeping especially in Germany. That is the
most common use of landuse=animal_keeping - but I agree that the value
of that tag sounds strange to native English speakers.

Re: "that seems more involved with raising stock, rather than
temporarily holding them in a yard?" - no, that is not the case, the
tag is mostly used for horse paddocks, places where horses are kept.

I would also mention that landuse=meadow is very commonly used for
horse pastures, cattle pastures and other pastures: fenced areas with
grass where animals can graze. Many horses are kept in pastures rather
than in smaller yards or paddocks.

Also, landuse=farmyard is commonly used for areas with farm buildings,
including stables and barns, and is sometimes used for cattle yards,
paddocks, and livestock pens. I think some people do not consider
horse paddocks to be "farm" facilities, because horses are now
commonly only used for recreation in Europe, but of course in the past
horse paddocks were farm facilities, and many are still parts of a
farm or farmyard.

My preference is to use landuse=meadow for pastures and
landuse=farmyard for fenced areas used to keep farm animals including
cows and horses. There are optional tags like animal=, livestock=,
farmyard= and meadow= to specify the use of the farmyard or meadow for
a particular animal or purpose.
