I don't really understand your sentence but I try to answer it. The proposal gave all the necessary tags to replace crossing=zebra with, to cover the different interpretations of crossing=zebra. But it did not give a full list of regions and how exactly to do the replacement there, just some general statements about how this could look like. There was for example a comment that stated that in the region of the commenter it needs on the ground survey. The goal has always been quality and to prevent a data loss as well as mudding other tags. The tags to prevent data loss have been found and a general consensus that we want to get rid of crossing=zebra as well, but the remapping details, eg. is Germany fine with a mass edit, does the US need a maproulette challenge or rather a group of special organized editors, ...,  need to be talked about now in the communities.

What do you mean?
the proposal on how to do it was (incorrectly) included in the proposal
put to the vote, which you decided to maintain as follows
so I don't understand why you're calling into question what
ou put to the vote the very moment you had it approved
