Hello, Should ways with property access ever be classified as _link highway types (e.g., primary_link, secondary_link, etc.) when they connect major roads or serve as ingress/egress to them?
I know that frontage roads[1] should not be mapped as links. However, I've seen some streets in my area[2][3][4][5] that are transverse, arched, or loop-like connections to or from major roads (as high as trunk, but often primary or secondary), resembling small interchanges, yet tagged as links despite having property access. Some have multiple entrances, others just one or two. Highway classification in OSM is based on function (e.g., arterial, collector) or importance, and _link types inherit the importance of the major roads they connect. However, property access is very rare on ramps. Does the presence of mixed traffic (both local and through traffic) undermine the link function?
