Alright, I took a snapshot from today at noon (GMT-0600) today.

There are some misplaced directories "src", but I'd advocate that the
migration go forward and we do exactly what commons did.  The
svn:externals decision does look like it makes sense in hindsight.

Here is the script bundled with cvs2svn-1.2.1:

20 minutes total to run this whole script, this could be sped up if the
temporary repositories were fsfs, but 20 minutes for taglibs isn't
nearly as painful as the four hours it took to migrate commons.

So, the script to do this requires that you copy
/home/cvs/jakarta-taglibs and /home/cvs/jakarta-taglibs-sandbox to a
subdirectory of the script.  What the script does is run cvs2svn on each
separate component, create a dump from each individual component, and
load each component's dump file into a unified-svn repository.  At the
end of the process, you then dump the unified-svn repository and import
that sucker into the ASF repository.  For commons, I gave Justin this
set of scripts and he ran them on the ASF machine.

Note: You'll beed to change /bin/bash to /usr/local/bin/bash on
cvs.apache.org
