Are you adding the taglib mapping to your web.xml?

for example

  <taglib>
    <taglib-uri>http://java.sun.com/jstl/core</taglib-uri>
    <taglib-location>/WEB-INF/tld/c.tld</taglib-location>
  </taglib>
