Have you tried (JSTL 1.0):

<%@ taglib prefix="x"  uri="http://java.sun.com/jstl/xml"; %>
<%@ taglib prefix="io" uri="http://jakarta.apache.org/taglibs/io-1.0"; %>

<x:parse var="soapXml">
  <io:soap ...>
    ...
  </io:soap>
</x:parse>
