I did some research into this earlier today and have a working, standalone POC that can deal with system-wide Tor instances (but it is incomplete in some ways that require further discussion). I'm way too tired at the moment to do the write up, but I will do it after I've got some sleep. In other words, Mark (Mike?), Kathleen and others: please don't duplicate work by looking into this until I've posted my results.
