Two questions regarding the Random seed implementation:

1. Is the "Random seed" generated every boot?

Yes, the random seed is updated during each boot and shutdown. How that's done is described in https://tails.net/contribute/design/random/#index2h1.

2. Is the "Random seed" static aka doesn't change if your using Persistent 
Storage?

The random seed is independent of the Persistent Storage.

This random seed is stored outside of the Persistent Storage so that all users 
can benefit from stronger cryptography.
But when I last looked at the /live/persistence/TailsData_unlocked/ I see the 
"Random seed" so I'm a little confused now?

That is surprising, as far as I know Tails never created a file "Random seed" in the Persistent Storage. Maybe some app or script you ran created it?
